Indian Technical and Economic Cooperation programme popularly known as "ITEC" was launched in 1964 as a bilateral programme  of assistance of the Government of India. Under ITEC Programme 161 countries in Asia, East Europe, Central Asia, Africa and Latin America are invited to share in the Indian developmental experience acquired over six decades of India's existence as a free nation. ITEC is about cooperation and partnership for mutual benefit. It is response oriented and it addresses the needs of developing countries. India is not a rich country and cannot offer grants-in-aid to match those of the developed countries. It does, however, possess skills of manpower and technology more appropriate to the geographical and ecological conditions and the stage of technological development of several developing countries. Since 1964, India has provided over US $2 billion worth of technical assistance to developing countries, including neighboring countries [assistance to whom is administered separately]. ITEC is the flag bearer of the Indian Governments technical cooperation effort, not only because of its wide geographical coverage but also for innovative forms of technical cooperation in which it has assisted. ITEC is essentially bilateral.

2.  The terms and conditions are as follows:

[i]  The candidate applying for the course should have working knowledge of English language. The Embassy of India will conduct interviews of the applicants applying for the courses.

[ii] The candidate should be medically fit to undertake the course in India.

[iii] Only two candidates will be accepted for any one course /class.

[iv]  Nominations of the eligible candidates should reach to this Embassy at least 13 weeks before the commencement of each course, duly recommended by the Head of the Ministry/Department.

3. The applications for ITEC course will only be received through Ministry of Foreign Affairs of Republic of Azerbaijan. The selected candidates will be provided with to-and-fro economy class return air ticket by the shortest route, free accommodation arranged by the concerned institute, free arrangements for field study and part living allowance for the duration of the course. National Institute for Enteropreneurship and Small Business Development(NIESBUD) is tyhe apex body established in 1983 by Ministry of Industry, now under the Ministry of Micro, Small and Medium Enterprises, Government of India, for coordinationg uand over viewing the activities of various institutions, agencies engaged in developing entrepreneurship, primarily in small industry, small business and human resources development.  The institute has been actively engaged in organizing national/international traininig programs, which have benefited small/medium enterprises throughout India and in more thatn 105 countries internationally.  (http://itec.mea.gov.in/)
